New South Wales is entering a decisive phase in its economic transformation. The intersection of housing reform, clean-energy acceleration, and the revitalisation of local manufacturing is reshaping the State’s industrial landscape. For government, investors, and industry leaders, the question is no longer whether to shift toward more sustainable and resilient systems but how to do so at the required speed and scale.
On 29 October 2025, the French-Australian Chamber of Commerce & Industry (FACCI), hosted a C-Suite Luncheon with the Hon. Anoulack Chanthivong, Minister for Better Regulation and Fair Trading, for Industry and Trade, for Innovation, Science and Technology, for Building and for Correction. Bringing together senior executives across infrastructure, energy, construction, and technology, the discussion centered on NSW’s strategic priorities and the concrete opportunities emerging for investors and international partners, particularly French companies.
This exchange comes at a pivotal moment for the State. In recent months, NSW has announced major initiatives to address the housing crisis, launched new financial instruments to accelerate the clean-energy transition, and strengthened its focus on sovereign manufacturing capabilities. At the same time, growing electricity demand from data centres, renewed attention to transport and urban development, and evolving trade relations with Europe are creating momentum for deeper bilateral cooperation.
Building on the perspectives shared during the luncheon and the Minister’s policy roadmap, this white paper examines three core themes:
- NSW’s shift toward targeted interventions in housing, energy, and industrial policy;
- The emerging opportunities in clean energy, low-carbon data centres, construction insurance, and transport infrastructure; and
- The strategic role French expertise can play in supporting NSW’s economic transition.
